The ECCC certificate is an initiative supporting development of digital society in Europe.
The European Commission published The Digital Economy and Society Index 2020 (DESI). It shows, among others, that the percentage of people that have at least basic digital skills reached 58% (up from 55% in 2015). A large part of the EU population, however, still lacks basic digital skills, even though most jobs require such skills. 44% of European Union residents do not have sufficient digital competence, and 10% of employees do not have them at all, what has a negative impact on the labor market.
At the same time, there is a growing demand for advanced digital skills across the economy, which has increased the EU’s jobs in the ICT sector up to 9,2 million people worked as ICT specialists across the EU.
ECCC digital competence certification standard is the answer to these needs and the tool to develop digital competence of citizens.
ECCC DigComp certification standard
The ECCC Foundation has created and implemented the ECCC DigComp certification standard based on the European Commission’s:
- DIGCOMP: A Framework for Developing and Understanding Digital Competence in Europe, Joint Research Centre, 2013 DigComp
- DigComp 2.0: The Digital Competence Framework for Citizens, Update Phase 1: The Conceptual Reference Model, Joint Research Centre, 2016 DigComp 2.0
- DigComp 2.1: The Digital Competence Framework for Citizens with eight proficiency levels and examples of use, Joint Research Centre, 2017 DigComp 2.1
ECCC Foundation contributed and helped JRC to shape DigComp 2.1 and provided its expertise in the validation process of DigComp 2.1.
For the development of a digital competence validation standard inspired by the European Digital Competence framework for Citizens, the ECCC Foundation has been nominated for the European Commission’s DIGITAL SKILLS AWARD 2016.

ECCC certification has been recognised by the Ministry of Development in its “Requirements for monitoring the implementation progress of operational programs for 2014-2020” and “Basic information on obtaining qualifications under projects co-financed from the European Social Fund”.
